Please join us on Tuesday evening, March 13th at 7:30PM for our monthly meeting at the Harborview Health Center, 178 Ogden Ave at Franklin St - 1st Floor Cafeteria. You will have the opportunity to hear from the North District police department and from a representative of the Residence Response Center.
At this month's meeting, our guest will be Aaron Johnson, Landscape Architect for the Jersey City architecture department to present the  plans for the renovation of Riverview-Fisk Park that is slated to begin this year. We will also provide an update from the JC Heights Parking Committee.

Riverview Park Renovation Plans to Be Presented at the March 13th RNA Meeting 
Aaron Johnson, the landscape architect for the Jersey City architecture department will be our guest at this month's RNA meeting to present the plans for the Riverview Park renovation that is slated to begin this year.  You will have the opportunity to ask questions and provide constructive feedback. Ward D Councilman Michael Yun will be present to to address any questions related to the budget or the City Council's responsibilities related to the park renovation and the Jersey City grants coordinator will be in attendance as well.
Riverview Park Renovation Rendering Here are some of the priorities that the Heights community asked the city to address as part of this renovation:     

- Remove dangerous dead and dying trees and replace them with a variety of hardy long lasting species

- Replace and improve the lighting in the park.  

- Reseed all the lawn areas on the park - install an irrigation system to keep the lawns healthy
- Redesign the center circle to allow for the farmer's market and events to setup in center (prevents driving on the grass and frees up the lawns in the rest of the park). We've asked for a fountain to be installed in the center and the flag to be moved to the Northwest entrance of the park.
- Create a small soccer field and multi use turf area south of the basketball courts for soccer players (also, keeps them off the lawns in the park). include fencing to protect the nearby buildings.
- Create a dog run at the southern end of the park
- Restore the two monuments in the park (Henry Hudson and WW1 Soldiers and Sailors monument)
- Restore the Bocce ball court
- Preserve and expand the garden area south of the gazebo.
- Add a drinking fountain/bottle fill station in the park.
- Run hose bibs and electricity throughout the park for park maintenance and events.
- replace plantings throughout the park.  
- replace/repair the park benches
- Station a park attendant to help maintain the newly renovated park and new trees/plantings.
Palisade Lumber development 021118
Appeal of Zoning Officer's Determination postponed until March 22nd. 

Due to last week's snow storm, the Zoning Board meeting was postponed until March 22nd at 6PM at City Hall (280 Grove Street)

RNA  has filed an appeal of the zoning officer's determination that there are no "d" variances required for the development application at the former Palisade Lumber location (418-432 Palisade Ave) and it only needs minor site plan approval by the Planning Board.

RNA vehemently disagrees with the Zoning Officer Nick Taylor's interpretation.  Similar development applications along Palisade Ave (including 391 Palisade Ave and 500 Palisade Ave) were determined to need variances by this same Zoning Officer and planning staff.  If the zoning officer's interpretation stands it would make it easier to build taller buildings (5 stories and up) on Palisade Ave with little or no protection for the community.  The R2 zoning has been in place since the 2000/2001 master plan was adopted and has never been interpreted in this way.

In an odd twist, the developer for 418-432 Palisade Ave, Danny Goff and his attorney Chuck Harrington) are also appealing the zoning officer's determination; the developer is claiming that they can build as of right and do not need approvals from the Zoning Board OR the Planning Board.  RNA disagrees with that interpretation as well.

Due to this ruling the previously scheduled Zoning Board review of the Palisade Lumber application was canceled and its date before the Planning Board was postponed.  
The current proposal is 46 units, 5 stories along 222' of Palisade, two retail spaces and 41 parking spots.  You can review the current plans here. RNA will continue to post updates about when this application will be heard.   
Changes to the zoning along Palisade Ave (Palisade Ave from Booraeum to Congress)  which were the subject of discussion at last month's RNA meeting "R2 zone" is scheduled to be heard at the planning board meeting on Tuesday March 27th at 5:30pm.
